A masked protester who hurled chunks of cinder block at federal agents during a violent anti-ICE riot in Los Angeles received a 10-month federal prison sentence, sending a clear warning to those who target law enforcement officers in the line of duty.
Attack During Three-Hour Violent Protest
Jacob Daniel Terrazas, 30, admitted to throwing multiple pieces of concrete at U.S. Border Patrol agents during a chaotic June 2025 demonstration outside Homeland Security Investigations offices in Paramount, California. One concrete chunk struck an agent directly in the shin, causing a bloody gash that required immediate attention. The injured officer temporarily left the front lines to treat the wound but returned to duty after determining he could still stand and walk.

During the three-hour melee, Terrazas wore a mask to hide his identity while using a makeshift shield and nearby trees for cover. Video footage captured the protester repeatedly rushing toward the federal agent line to launch concrete pieces before retreating to protected positions. Several other demonstrators joined in throwing rocks and cinder blocks at law enforcement throughout the extended confrontation.
Tactical Arrest After Continued Attacks
Federal agents eventually moved to stop the concrete attacks directly. An officer in tactical gear rushed Terrazas and tackled him to the ground, leading to his arrest. The arrest video shows Terrazas throwing shopping carts at agents while other protesters closed in on the arresting officers. Law enforcement deployed pepper balls and other less-lethal force options against Terrazas and others throwing projectiles during the riot.
Federal Prosecutor Issues Warning
U.S. Attorney Bill Essayli, Los Angeles’ top federal prosecutor, emphasized the sentence serves as a clear message to anyone considering violence against federal officers. He stated the government made clear that attacking federal agents results in federal prison time, and the sentence delivered on that promise to hold accountable those who interfere with or assault federal agents. The plea agreement reached Tuesday keeps Terrazas in federal custody. A second Border Patrol agent was struck by rocks during the same incident but escaped injury.
