Immigration and Customs Enforcement officers deployed force or threatened its use in nearly one-third of documented operations during the first year of President Trump’s return to office, according to a new report revealing a sharp escalation in aggressive enforcement tactics across American communities.

The American Civil Liberties Union analyzed more than 1,200 immigration enforcement operations across eight states from January 2025 through December 2025. The civil rights organization compiled data from news reports, community groups, and statements from schools and hospitals to document how ICE conducts arrests. Nearly 30 percent of these encounters involved officers using physical force or threatening violence against individuals during immigration operations.

Naureen Shah, the ACLU’s director of policy and government affairs for immigration, stated that forceful tactics have become the standard approach rather than the exception. The report comes after two fatal shootings by ICE officers occurred within eight days, drawing renewed attention to the agency’s operational methods under the current administration’s aggressive deportation campaign.

Seth Stoughton, a law professor at the University of South Carolina, criticized the situation, noting that a private civil rights organization should not need to compile this data independently. He suggested the Department of Homeland Security should be tracking and publicly reporting use-of-force incidents as part of basic accountability measures. The absence of comprehensive federal tracking raises concerns about oversight of law enforcement activities.

The ACLU gathered information through multiple channels including press releases from institutions, media coverage, and direct reports from advocacy organizations. This grassroots approach to data collection highlights a significant gap in official government transparency regarding enforcement operations that affect thousands of families nationwide.
