SOURCES: Agent Now in Custody

Federal immigration authorities have identified the Immigration and Customs Enforcement agent involved in the fatal shooting of Renee Nicole Good as Jonathan “Jon” Ross, an experienced officer with a history of dangerous encounters during enforcement operations.

The identification comes as federal investigators continue examining the circumstances surrounding the deadly incident that occurred during an ICE enforcement action in Minneapolis, which has sparked intense debate over immigration enforcement tactics and use of force protocols.

Agent’s Background and Previous Incidents

Ross, described by federal sources as a seasoned ICE enforcement officer, previously sustained severe injuries during an arrest attempt involving an undocumented immigrant who had been convicted of sex offenses. According to agency records, the agent was dragged by a vehicle during that incident, highlighting the dangerous nature of immigration enforcement operations.

The agent’s identification comes amid ongoing scrutiny of federal immigration enforcement procedures and the circumstances that led to Good’s death. Federal officials have not disclosed Ross’s current whereabouts, with some reports suggesting he has been placed in protective custody following the incident.

Enforcement Operation Details

The fatal shooting occurred during what ICE officials described as a routine enforcement operation in the Minneapolis area. While specific details about the operation remain under investigation, federal sources indicate that Ross was conducting official duties when the confrontation with Good took place.

Immigration enforcement operations have become increasingly complex and potentially volatile, with agents often facing unpredictable situations during arrests and investigations. The Minneapolis incident represents one of the most high-profile use-of-force cases involving ICE personnel in recent years.

Federal investigators are examining multiple aspects of the incident, including whether proper protocols were followed and if the use of deadly force was justified under agency guidelines and federal law.

Investigation and Evidence Collection

Law enforcement officials have reportedly collected extensive evidence from the scene, including video footage and witness statements. The investigation involves multiple federal agencies working to reconstruct the events leading up to the shooting.

Sources familiar with the investigation indicate that newly obtained footage may provide crucial insights into the sequence of events. However, investigators have not released details about what the evidence shows or how it might impact their findings.

The complex nature of federal enforcement operations means that multiple layers of review will likely be required before any conclusions are reached about the agent’s actions or potential policy implications.

Broader Enforcement Context

The Minneapolis shooting occurs against the backdrop of intensified immigration enforcement efforts and ongoing debates about federal authority in sanctuary jurisdictions. ICE operations have faced increased scrutiny from civil rights groups and local officials who question both the tactics employed and the broader policy objectives.

Federal agents operating in jurisdictions with varying levels of cooperation with immigration authorities often face additional challenges, including limited local law enforcement support and potentially hostile community environments.

The identification of Agent Ross adds a human element to discussions about immigration enforcement that have often focused on policy abstractions rather than the individual officers tasked with implementing federal directives.

Legal and Administrative Processes

Federal officials have initiated standard administrative review procedures following any use of deadly force by ICE personnel. These reviews examine whether agents followed established protocols and training guidelines during enforcement actions.

Simultaneously, criminal investigators are conducting a separate examination to determine if any laws were violated during the incident. This dual-track approach is standard procedure for federal law enforcement agencies when deadly force is employed.

The administrative review will likely examine Ross’s training records, previous performance evaluations, and compliance with agency use-of-force policies. Criminal investigators will focus on whether the shooting was legally justified under federal statutes governing law enforcement actions.

Community and Political Response

The incident has generated significant attention from immigration advocacy groups and civil rights organizations, who have called for transparency in the investigation and potential reforms to ICE enforcement procedures.

Local officials in Minneapolis have expressed concerns about federal enforcement operations conducted without coordination with city authorities, particularly in cases involving the use of force.

Political figures have used the incident to highlight broader disagreements about immigration policy and enforcement priorities, though investigators emphasize that their focus remains on the specific circumstances of this case rather than broader policy debates.

Agency Response and Protocols

ICE officials have stated that they are cooperating fully with the investigation while maintaining that their agents are trained to use force only when necessary to protect themselves or others from imminent danger.

The agency’s use-of-force policy requires agents to employ the minimum level of force necessary to accomplish their mission while protecting public safety. Deadly force is authorized only when an agent reasonably believes it is necessary to prevent death or serious bodily injury.

Training protocols for ICE agents include extensive instruction on de-escalation techniques and situational awareness, though the dynamic nature of enforcement operations can create rapidly evolving circumstances that test even experienced officers.

Ongoing Developments

As the investigation continues, federal officials are expected to release additional information about the circumstances surrounding the shooting. The timeline for completing the investigation remains unclear, though similar cases typically require several months of detailed examination.

The identification of Agent Ross represents a significant development in the case, providing investigators and the public with specific information about the federal officer involved. However, many questions remain about the exact sequence of events and the factors that led to the use of deadly force.

Federal authorities have emphasized that the investigation will be thorough, examining all available evidence before reaching conclusions about the incident. The case is likely to have implications for ICE training protocols and enforcement procedures regardless of the specific findings about this incident.

  1. We stand with Ross. These investigations turn into a witch hunt to appease people that are obviously very sick. The officers have a difficult enough job with illegal immigrants and when sick people inject themselves into the mix, this is what happens.

  2. I don’t recall this much reporting about the agent that murdered that unarmed woman in the Capitol Building on Jan 6th.

    • I agree on that point. She was murdered and the left did nothing. To me this shooting in Minnesota reeks of rules for thee and not me.

  3. They need to start taking pictures of these protesters and hold them responsible for damages and if there is incidents like this one. I feel sad and sorry for the young women’s death, but it was her choice to harass follow and use her car as a lethal weapon. Feel so sorry for Ross who now has to live with this. Something needs to be done about these protesters. They’re getting away with harming people and damaging property. Look at all the injustice for people that were there in January 6 . Waltz has her blood on his hands due to his rhetoric and inciting violence.

  4. As a retired Senior Special Agent, US Customs Service, Miami, Florida, for sixteen (16) years, we would attend firearms training and qualifications with our weapons every three (3) months. This included a course in shoot-no-shoot and when you could discharge your weapon(s). 1. In defense of your personal life. 2. In defense of your partners life. 3. In defense of a third person’s life.
It is my view; this Agent was justified in the discharge of his weapon in that the driver was using her vehicle as a weapon against the Agent to cause physical if not deadly harm to him at that time.
He will be writing paper until the cows come home on this incident.

  5. Seriously have we lost all sense of humanity. She wasn’t a criminal there are ways to deescalate was it necessary to fire 4 rounds how could the officer be in danger with cell phone in one hand gun into the next. Hope we all keep our family close it can happen to anyone regardless of political affiliate. Before criticism of the kool aide drink it first

  6. to the unknow: Had Waltz and Fry stopped the protest in the first place instead of inciting it and if they would allow Ice to get these criminals from the jails, you would not have all this craziness. But no let’s keep the protest going and more people getting hurt! How about using common since? You don’t tell any police officer no matter the affiliation you’re not going to follow their instructions, and if you don’t follow their instruction’s, you suffer the consequences. If you have any knowledge at all about what you are and are not to do than that’s your own fault. Most civil people have this basic understanding. If you’re going to put yourself in this kind of situation, well you get what you get. How about just being a civil person and not do all this craziness? How can anyone support protecting criminals?

  7. Ross deserves to be charged. Renee Good was executed for doing what? Just trying to keep a stranger from getting her out of her car? She reacted like I would have. Get away! I’m leaving.
Ross should get 20 to life, since Mn doesn’t have the death penalty…
