State BURNS Citizenship Status Onto Driver Licenses

Florida will soon require citizenship status printed directly on every driver’s license and state ID card, a measure Governor Ron DeSantis signed into law this month that takes effect January 1, 2027, sparking debate about identification requirements and individual privacy.

What the New Law Requires

Anyone applying for a new driver’s license, renewing an existing one, or obtaining a state ID will have their citizenship status printed on the card. U.S. citizens will receive a designation confirming their status, while non-citizens—including legal residents—will see the marking “NC” for “not a citizen” on their identification documents. Current license holders will not need immediate replacement, as existing cards remain valid until expiration.

Miami-Dade Tax Collector Dariel Fernandez, who oversees driver’s license offices countywide, explained the state’s rationale. “This is something coming from the state because we don’t make the law,” Fernandez said. “What this law is going to do is put on your physical card a designation that says you are a citizen of the United States.” Fernandez maintains the measure provides clarity when identifying individuals, calling it “another way to identify the person.”

Concerns From Residents and Lawmakers

The requirement has generated mixed reactions across South Florida communities. Nicholas Diaz questioned the necessity, stating, “I don’t know if it should be on a driver’s license. I don’t think you should have to say that you’re not a citizen.” Venezuelan resident Laura Rosa Rodriguez expressed deeper concerns about potential discrimination. “What if a police officer stops you and sees you’re not a citizen?” Rodriguez said. “That could change the way they treat me. It’s concerning.”

State Senator Shevrin Jones, a Democrat who voted against the measure, called it unnecessary. Jones referenced previous voter identification changes where lawmakers removed student IDs from acceptable forms because they lacked citizenship indicators, highlighting what he sees as inconsistent policy approaches.

Broader Election Reform Context

The citizenship designation law represents part of a larger election reform package aimed at strengthening verification of citizenship in the voting process. Proponents argue the measure adds another layer of security to prevent ineligible individuals from participating in elections. Unless a court intervenes, the law proceeds as scheduled for implementation on January 1, 2027, making Florida among the first states to require such prominent citizenship status identification on standard driver’s licenses and state-issued identification cards.
