A federal judge sentenced a Minnesota man to four and a half years in prison for his role in a massive fraud scheme that stole over $250 million in pandemic-era federal funds meant to feed hungry children across the state.

Shell Company Diverted Millions From Children

Ahmed and his co-conspirators established ASA Limited LLC, a shell company that fraudulently obtained approximately $5 million in Federal Child Nutrition Program funds. The defendant pleaded guilty to wire fraud and money laundering charges after admitting he ran his bogus meal operation from Gurey Deli, a small market in a Maplewood strip mall. Ahmed was among the initial defendants indicted alongside ringleader Aimee Bock, who served as Feeding Our Future’s executive director at the time.

Within three weeks of creating the fake meal site, Ahmed and his associates claimed to serve meals to 2,000 or 3,000 children daily, seven days per week. Over the first year of operation, the group reported serving more than 1.6 million meals by submitting fraudulent meal counts, attendance rosters, and invoices to federal authorities. Federal prosecutors revealed that spreadsheets for the supposed after-school program contained a formula inserting random numbers between 7 and 17 in the age column for each fabricated child on the roster.

Judge Condemns Pandemic Profiteering

U.S. District Court Judge Nancy Brasel delivered a sharp rebuke during sentencing, telling Ahmed directly that he exploited a global pandemic for personal gain. Federal prosecutors had requested a 57-month sentence at the top end of sentencing guidelines, with Assistant U.S. Attorney Rebecca Kline describing the more than $2 million Ahmed personally received as an extraordinary amount of money stolen from programs designed to help vulnerable children. The defendant offered an apology in court, calling his actions a terrible moment in his life and expressing extreme remorse.
